Looks to me that you are trying to run all your serial interfaces as
DCE.
Try using the show controllers command to find out which interfaces
need the clock rate command.

Config for the frame switch is fine. You need to add the following to
serial0 for both routerA and routerB:
frame-relay interface-dlci xxx, where xxx is 200 for routerA and 210
for
routerB.
