The cookie turns the router into a normal 2500 series router, so you can run
normal IOS images on the router (vs.CPA versions).
RSL probably loaded the cookie file before it loaded the normal 2500 IOS
image (I havent used RSL but I know it has the cookie files in one of the
directories, look for the file: cpa25-upgrade-l.112-3.P somewhere in the
RSL directories. I bet it's in there.)
