You can get dialer watch to work over nbma by specifying one of the far side
networks on the remote router. Ideally you could use one of the loopbacks
rather than the connecting serial etc.

Dialer watch can be as simple as:
interface bri 0
dialer-watch group 1
!
dialer watch-list 1 ip n.n.n.n m.m.m.m
