bgp policy

Hey guys,

I have three routers:

R1----|-----R2
        |-----R3

Router 1, 2, and 3 shares the same ethernet media.
Router 3 and R1 are running ebgp.
R1 is in AS1
R2 and R3 are running ibgp. (AS23)

The default behavior of bgp on a broadcast media is to let R1 directly
communicate with R2 without going to R3 first... am I right so far? What if
the the policy indicated that you should let R3 do the work of communicating
with the R1? How would you manipulate the routers to do such task?
