Jaganath,

The behaviour is correct. Normally u need to secify
the metric through the default metric command or
through redstribution command.

if you do nto specify any of these the route
redistributed in to OSPF will have a default cost of
20 and routes redstributed in to other protocols will
ahev a cost of 0 (ZERO).

RIP, IGRP and EIGRP cannot understand the zero metric.
Only IS-IS will understnd the zero metric.

hence the behaviour is correct.
