RE:OSPF Ethernet Segment DR Election

In the scenario it request to have the supposedly dr to not have higher ip
addresses, which is the router id if all priority is set to default. Then
you have loopbacks, but not necessarily manual configuring a loopback. So,
the only way is (1) to reboot all the other routers or (2) to shut and no
shut the interface j/as other's in this forum suggested
