Probably the TAC guy was referring to the service guarantees you need to
meet. In Canada (and likely similar rules elsewhere), we need to ensure
that 911 service will be available for a minimum of 8 hours if there is a
power failure. Public sites might need an alternate way of dialing out,
i.e. at least one publically accessible POTS phone.
