Matt,
     There was an excellent thread on it back on August 12th and should be in
the archives. The one with the great explaination looks like it was the
e-mail by Dan Pontrelli (I have a hard copy of the thread). Be sure to make
note of how the cir is now treated differently in newer code, mincir is the cir
from your provider and cir is the physical rate of your interface.
