That is kind of true, my understanding:
Least Significant bit of DSAP is individual/group bit
-therefore must be allowed to flip
Least significant bit of SSAP is command/response bit
- therefore must be allowed to flip
Do the binary - the only way to have it make sense (well for me)
You then get to
DSAP: 0x00 DSAP Mask: 0x0D
SSAP: 0x00 SSAP Mask: 0x0D
= access-l 200 p 0x0000 0x0d0d

The reason for the 0d0d mask for SNA is not just because it uses 04, 08
etc it also permit 05 09 etc this is because of the direction bit set in
the frame. i.e. 04 going one way 05 coming back.
