Confederations just break up one AS into several sub-ASes. Standard IBGP
rules exist within the sub-ASes such as full-mesh connectivity (or
route-reflectors). EBGP rules are altered slightly to allow the MED,
Local-Pref, and Next-Hop to pass between External Confederation Peers.
