DHCP-Relay and ip bootp server

Hi Everyone:

I had a scenario when i configured router to forward
DHCP requests to DHCP server using "ip helper-address"
command, but it didn't work unless I enabled bootp
server services on router (ip bootp server).

Can somebody throw some light why this command is
needed for DHCP relay function ?
