"ip helper-address x.x.x.x" is to make the router into a DHCP-Relay agent where
 x.x.x.x is your DHCP
server.
if you configured the router to be the DHCP server and it works that means you
should check your
DHCP server.
Make sure your DHCP Server has a scope for the subnet that's requesting the IP
address.
