I have DHCP relay (IP Helper) setup on my network...and I didn't have to
enable bootp services...as long as you have a scope for the subnet where
the clients are there should be no problem.

P.S. Routers supporting DHCP relay in my network includes...2500, 2600,
4700, 7200...no BOOTP services.

I have configured router only as DHCP Relay, and not
as DHCP server, but even DHCP Relay does not work
without bootp services.
