Actually they do not both choose the same one. The first process to
initialize selects the highest loopback address. When the second
process initializes it finds the first address used and selects a
second address.
My guess at the problem is that the first process initializing will
get the highest address and the second process initializing will get
the next address and that is reverse order of the addresses they had
when you set up the virtual link. When you configure the router ID
it uses what you configure so you can set the relationship you want
but when they choose dynamically they do not get the order you want.
