Not sure about windows, but it's trivial in Linux and most likely other
UNIX variants. We have several Linux boxes talking dot1q to Catalyst
switches.

Intel may provide driver software with the cards to allow their use
with Windows.

You would typically be running that hardware and configuration on a
server-class machine on which you would want a stable server-class OS.
