Try the "preference" command under your pots (Or vofr/vatm) statements, I
believe default is 1, and the lower is taken first, so just set preference
to 2 for the one you want as a backup.
"ip precedence" is definitely serving a different purpose: Router assigns a
higher priority within the packet.
