There may be two issues;

(1) Ensure the boot proms are installed correctly.,ie
    notice that there is one 'notched' corner on the boot
    proms with the other three 'squared'. If you also
    notice that there is a triangle or diamond shape
    indicator where the boot prom is two be inserted.
    The notched end of the boot prom must match up
    with the triangle/diamond indicator on the boot
    prom holder. If not,there is generally no life
    to the router.

(2) Look at the motherboard and take note that the
    boot prom holders are labeled 'fw1 and fw2'.
    The boot prom themselves should indicate
    that one of them is a 'fw1' and the other
    is 'fw2'. Ensure that they match up when
    inserting.

Hopefully this will help but be aware that there
is a risk that if the boot proms are inserted
incorrectly or backwards,they could be damaged.
You may have to order another pair.
