IS-IS defines only to network types: broadcast and point-to-point.
On broadcast subnetworks IS-IS routers establishes adjacencies with ALL
neighbors,
which is why you need a full mesh in Frame Relay.
But I guess we agree, as you're basically saying that you need full layer 2
connectivity between all router in the NBMA cloud?
