database-filter is usually used on a router that has more than 1 interface
connected to the same area (i've seen it used under interface mode). so only
one interface would send out database updates, instead of two or more.

the key to lab 8 is redistribution of seamless IGRP routes into OSPF. Even
though they're connected routes, they will still be considered IGRP, and
they will get redistributed into OSPF as type 5 (passive-int won't help).
Unfortuantely Dialer (BRI) interface is one of them, so everytime BRI goes
down, Type5 LSA disappears from OSPF's database and it dials up again
