Connectivity is OK, I can ping any address loopbacks also.
Here is screen shot from 3620 in terms of ntp commands on my router.

WG1R3(config)#ntp ?
   access-group Control NTP access
   authenticate Authenticate time sources
   authentication-key Authentication key for trusted time sources
   broadcastdelay Estimated round-trip delay
   clock-period Length of hardware clock tick
   master Act as NTP master clock
   max-associations Set maximum number of associations
   peer Configure NTP peer
   server Configure NTP server
   source Configure interface for source address
   trusted-key Key numbers for trusted time sources

I set up clock immediately after router (3620) came up and it not helped.
What I also don't understand is why on 3620 association status is like this:

       address ref clock st when poll
reach delay offset disp
  ~127.127.7.1 .LOCL. 0 - 64 0 0.0 0.00
16000.
  * master (synced), # master (unsynced), + selected, - candidate, ~ configured
