I'm afraid there's no way to do it unless you use a
sub-interface and put that single DLCI on that
sub-interface only.

The backup command is looking at the interface status,
not the DLCI status. So if you have multiple DLCIs on
a interface and one of them is up the interface would
be up. In addition, using the frame relay end-to-end
keepalive feature (12.0(5)T) brings the backup link up
quicker and makes the backup more reliable then
without end-to-end keepalives.
