As far as I know - I'm sure someone will correct me if I'm wrong :) - the
demonstrator ONLY supports 1 switch type - NI1. The Teltone "Simulator"
supports multiple switch types.

Usually the ISDN switch type is Basic-NI or 5ess. Depending on
your telco. I know Sprint / Att usually use basic-ni
The config parameters on your Teltone should be B8ZS.for signalling.not sure
about yor other config options Define your default route to be on the
interface and not the network, that way the interface will dial out
immediately. Although it sounds like your delay is caused from the network
and not the DTE device..
