DLSW+ with direct encapsulation will only peer with directly connected
peers, so if you're not allowed to install a PVC between SPOKE1 and
SPOKE2, you'll need to resolve any issues such that SPOKE1 and SPOKE2
can ping each other and then peer via TCP or FST. --Or, hmmm...if you
*have* to use direct, maybe you can bridge between the PVCs at HUB...
