another option available in later versions of ios ( I believe 12.0 and up??)

clear ip ospf process x

if available in the version of ios your using, this is MUCH faster than a
reload and often does the trick. ;->

Unable to verify in my lab. I can ping from other routers, and using
extended ping from within the same router.

There is nothing wrong with the configuration you report. Works fine for me.

But yes I am advertising the loopback address e.g.

loopback 0
ip address 1.1.1.1 255.255.255.255

router ospf 1
network 1.1.1.1 0.0.0.0 area 0

if you enter this, then for some reason it does not
ping to the loopback address. Is it the inverse mask
which is wrong?
