frame inverse arp

can't turn off inverse arp on 2611 with two WIC 2A/S modules acting as the
frame switch. IOS 2600-js56i-mz.120-3c.bin is on the 2611 with 32MB DRAM and
8MB Flash.

Tried:

"no inverse-arp" and "frame map..." on the interface of spoke routers.
a 2504, 2501, and 2516.

No Luck.

How come?
