Do you have

frame-relay map ip x.x.x.x xxx BROADCAST

I think the NTP Broadcast cleint command is only for true broadcast networks
such as Ethernet.

Try the following NTP commands only

R1 (assume serial ip address of x.x.x.x on frame interface)

clock set .....
ntp master 1

R2

ntp server x.x.x.x

Is there any special commands to configure NTP across Frame Relay. One =
of my routers is set as an NTP Master and I have NTP Broadcast command =
setup on the serial interface that goes to the Frame cloud. The other =
router is setup as NTP Server with the NTP Masters IP address and also =
has the NTP Broadcast client command . The clock won't sync. I have =
turned the interface on/off, but it still won't sync. It has been over =
24 hours since I configured it. Any ideas ??
