Communication Server - CS-500 problem

Any ideas on why a CS-500 would not boot properly. The OK light keeps
flashing after booting. I can bypass config by holding down Default key
while powering it. I suspect that confreg is incorrect, but can't see any
commands to set (I assume the value should be 0x102). Model is CS 516 with
IOS 9.2.
