The frame switch configs look relatively straightforward. I am
somewhat puzzled why you set keepalive to 15. Why not just let
it default ?
It might be easier to diagnose the issue if you provided more
information, especially configs from the other routers, better
description of the symptoms, and perhaps output from appropriate
debugs.
