Bernard,

The up s. active is a function of the IOS version. I ran into this in my
home lab with an Olicom ATM switch between two routers, one running 12.0
and one running 11.2. You will need to look elsewhere for the solution.
You fail to mention whether you are using PVC, SVC, Classical IP.
