EIGRP/Tunnel/Encryption over ATM

I don't have ATM in my lab setup and want to verify my knowledge on this so
can someone show me a complete configuration for both R1 & R2 that match the
following scenario and conditions:

R1 is connected to R2 via ATM. Inverse-arp is disabled. R1 & R2 connected
via GRE tunnel with encryption and are exchanging EIGRP info over this link.

So doing Eigrp over ATM using PVC's, or SVC's is no problem.

Doing it over CLIP doesn't look possible. Or certainly unstable.
One of the limitations is how does the ARP server
contact the client routers if it needs to send a routing update and
there is no connection already setup between the client and ARP server?
The CLIP ARP server has no way of setting up a connect. This is not part
of the CLIP specification.
