I am open to correction on this but I would say use the dialer
watch feature.

1.Setup a DDR interface and get dialer watch to
watch for a route at the remote site, when the route disapears
then the DDR will kick.
2.Run an IGRP against the DDR interface but make sure that
in the dialer list you define the IGRP as uninteresting
traffic so it wont cause the DDR to dial normally. However
when the dialer watch kicks in then the IGRP can run over
the DDR link.
I guess the situation that you are describing can occur in
a frame cloud if there is some "funny" within the cloud that
keeps ilmi up to the interface yet no traffic gets moved.A
floating statis will not help you in the this situation as
the local interface will still be up.
Note there is also the OAM feature in ATM to help in this situation
as is there the newer frame realy keep alive feature that sends
an "OAM" type packet through the network to the other end over ruling
the ilmi which is local to the switch only

BTW Thanks you have kick started me back into CCIE study mode after
a misseable failure in April this year. I rember now why I started
studying for the damned thing in the first place, to help other people
