I have the same problems - you just need to be a little flexible.

E.g. for 25xx with 8MB flash:

Enterprise/IBM Image c2500-js-l.112-23.bin 7940Kb
IPSec Image c2500-is56i-l.113-11a.T1.bin 7746Kb

The Enterprise image aboves gives you everything EXCEPT IPSec (ISIS, DLSW,
Apple, IPX). Admittedly IOS 11.x, but hey you can't have everything. If I
need to IPSec, I use the other - it supports all IP stuff (OSPF, BGP) so
it's not too bad....

Subject: ios version

I'm totally frustrated and want to hear what everyone
else is doing with regards to this subject?

My routers have 8M flash. All of the newer ios
enterprise editions require 16M flash. So I try "IP"
and "IP Plus" versions of code to fit on the 8M. Then
features don't work from version to version etc...
Does everybody out there have 16M flash or are you
running IP, IP Plus, IP Plus 56K encryption?

I'm just curious if someone has found a decent version
of code that fits on 8M flash that supports the newest
features like CET, IPSec, BGP advanced features, or if
I should just bite the bullet and buy more flash. Any
input is appreciated.
Thanks,
Bill
