After I modify the config to remove the "ip ospf network non-broadcast" and
"neighbor" command, the condition is the same . the hello is continuous to
receive.
and the neighbor relation can not be established..

I even can not see the neighbor in the ospf neighbor table ?
why ?
Is there anything I missed ?
PS. I don't have any rip or eigrp config in R3 and R5. so with no any
redistribution .
