4500 problem

I have an error message displaying when a 4500 router I have borrowed
boots up. (See below). I have upgraded it from 4 to 8 Meg flash and it
has the original 8 Meg of main memory in it. It will only come up in
boot mode using config reg 2102 or 42. It functions as a frame relay
switch okay (which will be its main purpose) but doesn't seem to want
to go pass the boot stage to give full routing functunality. I have
tried different memory and running at only 4 meg but still the same
problem. Can someone spot if I'm doing something silly wrong, or what
   the problem might be.

Also does anyone know if the 1000 series routers support dlsw in any
   IOS releases?

   Thanks.
