You can reload with SNMP if you have this configured on the router..

snmp-server system-shutdown

If you don't manage the router, this could be the reason they can't change
the password...
If you work at such&such center... you should have thought of this before
deploying.... Now you are out of luck.

That's how its suppose to be.
