disabling client-to-client reflection

Example from CCO:
In the following example, the local router is a route reflector. The
three neighbors are fully meshed, so client-to-client reflection is
disabled.

router bgp 5
 neighbor 155.24.95.22 route-reflector-client
 neighbor 155.24.95.23 route-reflector-client
 neighbor 155.24.95.24 route-reflector-client
 no bgp client-to-client reflection

My question is, why have these configured as route-reflector clients to
begin with?
