Hi Jeff,
Consider a scenario in which there are mutiple route
reflectors in a given AS each serving a group of
clients. Even though all the clients in a given route
reflector cluster can be fully meshed they cannot be
peered with ibgp routers outside the cluster. The
configuration ex. given in CCO holds good for such a
situation
