BGP Route-Reflector query

Why do I have to turn off the synchronization on the route reflector Server
in order to have the clients get the complete BGP tables exchanged
Is there any reason for that

As100 ----- as200 ( Rb---rc---rd)
I made Rb and Rd as the route reflector clients
If I turn off the synchronization on RC then the Rb and Rd have the
complete BGP tables
Other wise not
I dont know the exact reason for that
