The lobe test is done just before the phantom voltage is sent out that opens
the relay, and inserts the node into the ring. If it's failing on that you
probably have a bad cable or a bad MAU port. Are you using an active MAU or
a passive one. Some of the older active ones had small buttons that would
reset the relay if it gets stuck.
