PLAR (I forget the acronym offhand - private line automatic ringdown
maybe) is analogous to the batphone. Pick up the handset and a number
at the other end will ring automatically. I could see quite a lot of
facilities
using such a concept - hospitals (i.e. emergency room phones), jails
(inside to outside), etc. It also would help in environments where
they wanted to restrict local/long distaance calls but there was a
requirement for a phone to cut down on leg time. Just depends on the
desire.
And of course every decent mayor should have one to his favorite
superhero.
