This is used when you want to learn your ATM network prefix from the ATM
switch via ILMI. You can certainly hard code to avoid this.

This is used on a Cat5k LANE module which has two ATM physical ports. You
need to select one for the module to know which to use. This is very much
like the media-type 10BaseT command on the 4000 series router.
