Out of Band Connectivity Via Modems

Hello Experts:

Does anyone here have a good way to debug a modem handshake? We are seeing
a chronic problem of one modem dialing another modem, we see call "RING" on
the remote modem, but it never connects. Calls seem to be processed out
our infrastructure fine. Carrier says they are routing as expected. I
suspect there are some parameters that are not being agreed upon between
the two devices, but the level of troubleshooting I'm able to do seems
extremely limited.

A few AT commands which will show you the stats, signal quality, etc., of a
call that connects, but nothing that shows what's occurring as the modems
are attempting to agree with one another, prior to call connecting.
