After some more study ( basically i am simulating option B as of now) ; I
find following :

1) When we are activating MP-ebgp (vpnv4) on the path that is not ldp
enabled ; the command "mpls bgp fwd" get
     enabled automatically

2) When we are activating ipv4 ebgp by send-label command on the interface
not running LDP ; the command "mpls bgp forwarding" get enabled
automatically

Some more work is needed on figuring out when and when not to be using
send-label .
