I think what you were looking for on your questions

From there you may need frame-relay map statements if you are using the main
interface or frame-relay interface-dlci if you are using a sub interface.
The DCE has nothing to do with the serial cable it has to do with who is
controlling the frame-relay, i.e. keepalives which send LMI are active on
the side that is frame-relay switching.
Keep in mind the dlci used are normally the same but can be different on a
main interface if you add an additional dummy map state with the other
side's dcli.
