I mean this respectfully, but yes, a 2nd CCIE should not be held back because of SDN. Version 1 of SDN wasn't that great, and v2 is on its way.

With that said, who knows how long SDN will take to fully kick in. Besides, a central place to configure something doesn't mean you don't need to have CCIE level skills to design, implement, troubleshoot, and configure any of the CCIE topics/trades.
