That would not be the cause, because you have to load the secure config
manually after you load the secure image from rommon.
There is no trick to this. All you should need to do is boot to rommon and
confreg 0x2142 then reset or power cycle.
If this does not work, then something must be done wrong.
I would suspect that you issued the boot command instead of reset or a power
cycle after you confreg 0x2142 in rommon.

I would have to look in the docs how it actually works, but "boot
secure-config" might be the issue here. Have you tried formatting the FLASH
and erasing NVRAM?
