RE: Password recovery issue

I tried formatting the flash: but there is no command to erase the NVRAM
without logging in the IOS exec, so I stuck with the password.

I would have to look in the docs how it actually works, but "boot
secure-config" might be the issue here. Have you tried formatting the FLASH
and erasing NVRAM?
