Strange transfer with CoR

Hi experts,

If I have an ephone-dn that is restricted from calling outside, so I want to
restricted his outside access by doing transfer through the operator, but it
doesn't work, here the configurations that are related to my scenario:-

CoR configuration

dial-peer cor custom

name restricted

dial-peer cor list PT-restricted

member restricted

dial-peer cor list CSS-restricted

Outbound dial-peer

dial-peer voice 1 pots

trunkgroup 1

corlist outgoing PT-restricted

destination-pattern 9.T

Un-Restricted phone-dn

ephone-dn 1

number 2500

Restricted phone-dn

ephone-dn 3

number 2502

 corlist incoming CSS-restricted

Allowing external transfer

Telephony-service

Transfer-pattern .T

But it doesn't work, DN 2502 call DN 2500, then the operator try to transfer
him, but once she finish dialing the call gets disconnected and not transfer
achieved!!
