If most of your traffic is TCP, as I suspect it is, you will be sending
4Mb at the HQ side. TCP is great for discovering end to end BW and
sending just what manages to get through.

If you have no policy in place (notice that I'm not talking about a
router policy, but a business policy) then all that you have is your
users feelings about 4Mb not being enough.

You may want to explore BW management solutions like WAAS or the like too.
