Did you mean to say you are 4mbps at your branch and 30mbps at your HQ? Or your Gre tunnel is shaped to 4mvps between. Branch and HQ?

Not sure what your business application requirements are and what your corporate Internet policy is, but 4mbps for a branch of 250 users sounds low.
